Oleksandr Fedorovych Motsyk was born on May 3, 1955, in the village of Horodets, Rivne region.
In 1981 he graduated from Kyiv State University named after T.H. Shevchenko, Faculty of International Relations and International Law, Department of International Law; international lawyer, translator-referent of English. He speaks English and Polish.
Career at the Ministry of Foreign Affairs of Ukraine:
1981–1985 — Third Secretary of the Consular Department of the Ministry of Foreign Affairs of Ukraine.
1985–1990 — Third, Second Secretary of the Department of International Organizations; Second, First Secretary of the Personnel Department of the Ministry of Foreign Affairs of Ukraine.
1990–1992 — First Secretary of the Treaty and Legal Department of the Ministry of Foreign Affairs of Ukraine.
1992–1995 — Second, First Secretary, Counsellor of the Permanent Mission of Ukraine to the United Nations, New York.
1995–1997 — Head of the Treaty and Legal Directorate of the Ministry of Foreign Affairs of Ukraine; member of the Collegium of the Ministry of Foreign Affairs of Ukraine.
1997–2001 — Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Turkey.
2001–2003 — Deputy State Secretary of the Ministry of Foreign Affairs of Ukraine.
2003–2004 — Deputy Minister of Foreign Affairs of Ukraine.
2004–2005 — First Deputy Minister of Foreign Affairs of Ukraine for European Integration.
2005–2006 — First Deputy State Secretary of Ukraine, Secretariat of the President of Ukraine.
2006–2010 — Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Poland.
2010–2015 — Ambassador Extraordinary and Plenipotentiary of Ukraine to the United States of America. Concurrently — Permanent Observer of Ukraine to the Organization of American States and Ambassador of Ukraine to Antigua and Barbuda (2010–2015) and Trinidad and Tobago (2011–2015).
Diplomatic rank: Ambassador Extraordinary and Plenipotentiary of Ukraine (1999).
Awards and honours: Order “For Merit” II degree (2006), Order “For Merit” III degree (2001), Commander’s Cross with Star of the Order of Merit of the Republic of Poland (2010), “Order of Justice I degree” of the International Bar Association (2005).

Author of a number of scientific publications on international law and international relations, in particular on state succession regarding state property, state archives and state debts, in the field of maritime law, and on issues of the BSEC, GUAM, and bilateral Ukrainian-Turkish, Ukrainian-Polish and Ukrainian-American relations.
