Vitalii Mykolaiovych Maksymenko was born on July 8, 1957, in the village of Staryi Mizun, Dolyna district, Ivano-Frankivsk region.

In 1980 he graduated from the Faculty of Foreign Languages of the Vasyl Stefanyk Ivano-Frankivsk State Pedagogical Institute. In 2004 he graduated from the Lviv Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine, with a Master’s degree in Public Administration.

In 1980–1997 – engaged in teaching work in the Khmelnytskyi and Ivano-Frankivsk regions.

Since 1997 – specialist of the Consular Directorate of the Ministry of Foreign Affairs of Ukraine.

In 1997–2000 – Vice-Consul of the Consulate General of Ukraine in Kraków.

In 2001–2003 – First Secretary for Consular Affairs of the Embassy of Ukraine in Estonia.

In 2008–2010 – Head of the Department for Receiving Government Delegations – Deputy Director of the Department of State Protocol of the Ministry of Foreign Affairs of Ukraine.

In 2010–2015 – Consul General of Ukraine in Kraków.

Since 2016 – Honorary Professor of Vasyl Stefanyk Precarpathian National University.

Diplomatic rank: Envoy Extraordinary and Plenipotentiary, Second Class.
